     Initializes the fixed disk controller for subsequent I/O
     operations, using the values found in the ROM BIOS disk parameter
     block(s).

     AH = 09h                                  If function successful
     DL = Drive                                  Carry flag: clear
        = 80h-FFh fixed disk                     AH = 00h
     And on the PC/XT                          If function unsuccessful
       Vector for Int 41h must point to          Carry flag: set
