:fn id=label.
The :fn tag starts a footnote. A footnote is one or more lines of text of
additional information about a word or phrase in a help panel. The footnote
must start with a :fn tag and end with a :efn tag.
Although a footnote is defined in a help panel, the footnote is not
displayed with the help panel. Instead, the user must request the footnote
by clicking on a footnote reference that specifies the footnote's label. The
system then displays the footnote in a separate pop-up window. The :fnref
tag is used to create footnote references.

id Identifies the footnote. The label value can be a name,
consisting of a combination of letters and digits, or an integer;
label must be unique──that is, no other footnote may have the
same label.
Comments
Although most tags can be used in a footnote, the heading (:h), footnote
(:fn and :efn), and index tags (:i1 and :i2) cannot be used.
Example
This example uses the :fn tag to create a footnote. The footnote label,
keylabel, is used later as a reference in a hypertext link.

A key label is letter, digit, or other symbol that appears on
